Separation of Shul and State: Observant Jews and Nevada's primary caucuses

January 19th is one of the most important contests in the Democratic and Republican quests for their parties’ nomination for the presidency. It is also Shabbat.

This year, the Nevada Democratic and Republican parties have decided to hold their primary caucuses on a Saturday, with citizens required to report by 11:30 and 9:00 AM respectively, right during morning religious services. When I called the political parties in Nevada to inquire as to whether or not there were measures being taken to help accommodate those observant Jews who wished to participate in the caucuses, I received mixed results. A young Jewish woman at the Nevada Democratic Party told me that they had tried to put caucus-sites near religious neighborhoods and synagogues so that people could walk; precinct captains would be educated about the need to write down information on behalf of observant Jews instead of asking them to sign-in and write themselves. A gentleman at the Nevada Republican Party told me that the party was not even aware of the problem, but promised to make an effort to educate precinct captains on the issue. Neither had an adequate answer as to why the caucuses had to take place on a Shabbat morning.

Nevada has one of the fastest growing Jewish populations in the country, and its 65,000-80,000 Jewish community members are expected to have a disproportionate impact on the results. I do not know how many of these Jews are observant enough to be effectively barred from participating in the caucus. I do not know how many of these Jews will be pushed into the uncomfortable position of choosing between attending synagogue and participating in a cherished American civic tradition. I DO know that it is highly unlikely that the state's political parties would choose to hold these caucuses on a Sunday morning during church services.

Because of the need to caucus during a pre-designated and inflexible time, this form of primary contest inevitably will leave out large swaths of potential voters. Individuals who cannot flex their work schedules or find childcare are often disenfranchised. Because caucusing requires voters to present themselves in-person, members of the armed services or other Americans serving their country abroad are not able to participate in choosing the delegates from their states.

However, there are two elements of Nevada’s political parties’ decision to hold the caucus on Shabbat that make it especially disturbing: the fact that it is entirely avoidable (the caucuses could have easily been held on a weeknight or even after Shabbat ended), and the fact that it categorically excludes an entire group of people based on their religious identity.

This is especially ironic in a year where candidates in both parties have touted their religious credentials and spoken openly about the importance of their own faith as well as respecting people of faith.

Last night’s documentary, “The Jewish Americans” told the story of how American Jews struggled to assimilate while still maintaining a sense of identity. On January 19th, Nevada's observant Jews will be asked to make a false choice between practicing their Judaism and participating in a defining American moment. To all Americans, not just American Jews, this should be seen as a disappointment.

3 - Nevada, like Iowa holds a caucus, not a primary. Therefore, "voters" must be there in person at a specific time. There are no absentee ballots. (Comment this)

4 - This article is ridiculous. The writer needs to better understand the inner workings of a caucus and all of the players and factors that go into determining when they will be held before attacking organizations for excluding a group. Get your facts straight. (Comment this)

5 - Thank you for bringing this issue to our attention. Perhaps the campaigns can all agree to a solution, working with local observant Jewish leaders, to getting Sabbath observers to a nearby caucus without violating any of their religious restrictions. Thank you again for this informative post.

6 - In practical terms, holding that caucus on Shabbat is barely problematic--Nevada Jews have one of the lowest synagogue affiliation rates of the country, so they're unlikely to be at shul.
However, maybe it's the principle that matters. It's true, a caucus wouldn't be held on a Sunday morning but maybe that simply reflects the obvious truth about an unspoken nature of this country--the majority is Christian and state characters tend to be intrinsically tied to the majority. (Comment this)

7 - This is the first time Nevada has had a caucus, you would think when planning so they would have looked to various constituency groups for feedback. It is hard to believe that their are no members of either the Democratic or Republican NV state committees who saw the potential problem. 8 - Maybe the problem is not the date, but the idea of a caucus? It sounds noble and enlightened in principle to be able to debate ideas before voting. But the truth is that MANY people get excluded as the writer pointed it out. The NYT had a similar editorial talking about Iowa. Could it be time to seriously reform the electoral system? (Comment this)

9 - As a Washoe county, NV voter, I'm pretty dissapointed with this exclusion of my fellow religious Nevadans. I know that i would certainly be upset if the caucus was held at 10am on a Sunday morning. Hopefully this can all be reconciled before the 19th. (Comment this)

12 - To Commenter #4. I am sure that there was a lot of thought put into the date of the Nevada caucuses and I'm sure that there were efforts to accommodate as many people as possible. However, that does not change the point. Observant Jews (regardless of the number) who attend synagogue on Saturday mornings will have to make a choice between practicing Judaism and participating in choosing their parties' delegates. When the parties chose their date, this exclusion was either not taken into consideration (which I doubt) or dismissed as not being important enough to warrant moving the time to allow participation by all religious groups (which I find disappointing). I would be interested to hear more about the process of determining the time and date of the caucus and all the factors that were taken into consideration, but that does not change the overall point. (Comment this)

14 - This is another example of life as a religious minority in America. As a Jew, I would have appreciated the caucus not to be held on Shabbot. Geography played a role in my opinion; I have a feeling that this issue would not have happened in New England/mid Atlantic states with a more populous and vocal Jewish community. But let's be a bit practical here, we represent a very small proportion of American citizens (this fact alone always makes me amazed how much coverage we get in newspapers, magazines, and debates, both good and bad). This shouldn’t be misconstrued as rationale for taking away rights and freedoms for any minority, but shouldn’t be ignored either.

I pose this question to the author: would you have the same point of view if this caucus was held during a time when Muslims or Buddhists couldn't attend for religious reasons? Is the "outrage" over this specific to Jews or generally applied to all religious minorities?

Let me repeat though, while I believe America goes to great extents to accommodate Jewish ways of life (albeit a little over kill during Hanukah, I am waiting for the day when Hallmark comes out with Santa Claustein), more considerations should have been made to Jews living in Nevada, as it is their right to participate freely and unrestrained in the electoral process.

15 - Disenfranchising an entire community is a strike at the heart of democracy. Holding the caucus on Saturday actually disenfranchises two communities - as Seventh-day Adventist Christians will also be kept out of the process due to their observance of Sabbath. (Comment this)

16 - The author makes some great points. The problem presented by this situation is entirely avoidable. The decision to hold the caucuses on Saturday morning illustrates, at the least, the parties' lack of consideration for the religious Jewish community. 17 - Don’t believe one optimistic word from any public figure about the economy or humanity in general. They are all part of the problem. Its like a game of Monopoly. In America, the richest 1% now hold 1/2 OF ALL UNITED STATES WEALTH. Unlike ‘lesser’ estimates, this includes all stocks, bonds, cash, and material assets held by America’s richest 1%. Even that filthy pig Oprah acknowledged that it was at about 50% in 2006. Naturally, she put her own ‘humanitarian’ spin on it. Calling attention to her own ‘good will’. WHAT A DISGUSTING HYPOCRITE SLOB. THE RICHEST 1% HAVE LITERALLY MADE WORLD PROSPERITY ABSOLUTELY IMPOSSIBLE. Don’t fall for any of their ‘humanitarian’ CRAP. ITS A SHAM. THESE PEOPLE ARE CAUSING THE SAME PROBLEMS THEY PRETEND TO CARE ABOUT. Ask any professor of economics. Money does not grow on trees. The government can’t just print up more on a whim. At any given time, there is a relative limit to the wealth within ANY economy of ANY size. So when too much wealth accumulates at the top, the middle class slip further into debt and the lower class further into poverty. A similar rule applies worldwide. The world’s richest 1% now own over 40% of ALL WORLD WEALTH. This is EVEN AFTER you account for all of this ‘good will’ ‘humanitarian’ BS from celebrities and executives. ITS A SHAM. As they get richer and richer, less wealth is left circulating beneath them. This is the single greatest underlying cause for the current US recession. The middle class can no longer afford to sustain their share of the economy. Their wealth has been gradually transfered to the richest 1%. One way or another, we suffer because of their incredible greed. We are talking about TRILLIONS of dollars. Transfered FROM US TO THEM. Over a period of about 27 years. Thats Reaganomics for you. The wealth does not ‘trickle down’ as we were told it would. It just accumulates at the top. Shrinking the middle class and expanding the lower class. Causing a domino effect of socio-economic problems. But the rich will never stop. They will never settle for a reasonable share of ANYTHING. They will do whatever it takes to get even richer. Leaving even less of the pie for the other 99% of us to share. At the same time, they throw back a few tax deductable crumbs and call themselves ‘humanitarians’. IT CAN’T WORK THIS WAY. This is going to end just like a game of Monopoly. The current US recession will drag on for years and lead into the worst US depression of all time. The richest 1% will live like royalty while the rest of us fight over jobs, food, and gasoline. Crime, poverty, and suicide will skyrocket. So don’t fall for all of this PR CRAP from Hollywood, Pro Sports, and Wall Street PIGS. ITS A SHAM. Remember: They are filthy rich EVEN AFTER their tax deductable contributions. Greedy pigs. Now, we are headed for the worst economic and cultural crisis of all time. SEND A “THANK YOU” NOTE TO YOUR FAVORITE MILLIONAIRE. ITS THEIR FAULT. I’m not discounting other factors like China, sub-prime, or gas prices. But all of those factors combined still pale in comparison to that HUGE transfer of wealth to the rich. Anyway, those other factors are all related and further aggrivated because of GREED. If it weren’t for the OBSCENE distribution of wealth within our country, there never would have been such a market for sub-prime to begin with. Which by the way, was another trick whipped up by greedy bankers and executives. IT MAKES THEM RICHER. The credit industry has been ENDORSED by people like Oprah, Ellen, Dr Phil, and many other celebrities. IT MAKES THEM RICHER. Now, there are commercial ties between nearly every industry and every public figure. IT MAKES THEM RICHER. So don’t fall for their ‘good will’ BS. ITS A LIE. If you fall for it, then you’re a fool. If you see any real difference between the moral character of a celebrity, politician, attorney, or executive, then you’re a fool. WAKE UP PEOPLE. ITS ALL ABOUT THE MONEY. The 1% club will always say or do whatever it takes to get as rich as possible. Without the slightest regard for anything or anyone but themselves. Vioxx. Their idea. Sub-prime. Their idea. NAFTA. The MASSIVE campaign to turn every American into a brainwashed credit card, pharmaceutical, love-sick, celebrity junkie. Their idea. All of which concentrate the world’s wealth and resources and wreak havok on society. All of which have been CREATED AND ENDORSED by celebrities, athletes, and executives. IT MAKES THEM RICHER.
